The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are waged: optimistic declarations are delivered from various governments. Considerable effort is allocated on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity provided through timely intelligence. From observation points, defense planes that had been deployed to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: defensive missiles fired to intercept a incoming threat. This was a advanced protection mechanism at work, most likely provided by allied countries. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to sober acceptance: perhaps the incoming missile won't cause damage this time, preventing destruction from ruin and further power outages.

Persistent Threats

Not long after, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a need that neighboring countries are demonstrably unable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from US administration generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, certainly, continue.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a assumption well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is unrealistic to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its advantage in the months ahead.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until circumstances change in its advantage.

Present Conditions

Factually, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: political desires to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a only one week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
